What LCPP is

LCPP, the Lebanon Construction Procurement Platform, is where people who build buy materials from suppliers who sell them, with every step on the record.

A homeowner fitting out a flat and a contracting company running five sites have the same problem. They have a list of materials, many suppliers, prices that move, and deliveries that rarely match the order exactly. LCPP turns that list into orders, keeps both sides informed, and ends with goods that were checked and signed for.

What it does

  • Turns a list into orders. Type it, upload a spreadsheet, or photograph a handwritten list. Each line is matched to a product in the shared catalogue.
  • Compares suppliers for you. Contracted suppliers publish offers. LCPP proposes who to buy each line from, cheapest, fewest suppliers or fastest, and you decide.
  • Asks for quotes when there is no price. Items no one lists go out as a request for quotes to the suppliers you choose.
  • Runs the order to the end. Confirmation, payment, delivery or pickup, and a goods receipt the buyer signs on site.
  • Handles what goes wrong. Short deliveries, substitutes, price changes and damage become corrections that the other side accepts or answers, never silent edits.

Each app shows the same deals from a different side. When a supplier confirms an order, the buyer sees it confirmed at the same moment.

Not only construction

LCPP started with construction, and its first catalogue is building materials. The flow itself is general procurement: a restaurant buying supplies, a factory buying parts, or a shop buying stock goes through the same request, order, delivery and sign-off.

Each organisation picks a business type, which changes a few words in the apps and decides which catalogue categories apply:

This guide uses the construction words. Read "project" as whatever your business calls the thing it buys for.

What LCPP is not

The supplier is the seller

LCPP is a marketplace, not a shop. Every purchase order is a contract between the buyer and one supplier. The supplier invoices the buyer and the buyer pays the supplier directly. LCPP records the status so both sides see the same thing, and earns a commission from the supplier on completed orders.

  • Not a payment processor. Money goes from buyer to supplier, through the supplier's own payment provider, a bank transfer or cash on delivery.
  • Not a logistics company. Suppliers deliver with their own drivers, or the buyer picks up.
  • Not a place for silent changes. Once an order is issued, nothing on it changes unless the other side accepts.

How to read this guide

  1. The big picture: the one flow every deal follows, and how it can end.
  2. The things that move: requests, purchase orders and corrections, and their statuses.
  3. Ground rules: the handful of rules the whole platform keeps.
  4. Then either the flow step by step or your role, whichever you need.

A high-level guide: flows, states and rules. Screen-by-screen detail lives in the product.
